Former cop Ryan Galloway has been working for Phoenix Investigations for a few months now, and things have settled down. He and Max have gotten into a routine, caring for Ryan's son Zack and their foster child Kit, and he's even managed a three-month streak of not getting put in the hospital (a personal best!).
This all gets shot to hell when Ryan goes on a trip to Washington D.C. and becomes convinced that his old nemesis, CIA Agent Benjamin Grant, is involved in a plot against the American government - or possibly just against Ryan, as he keeps getting arrested for murders that he's pretty sure he didn't actually commit.
