Someone please explain to me how failing Algebra I last year qualifies me for, y'know, getting into Algebra II Honors? Please?

Also, am dropping World Civ. Everything after the 1600s is dead boring. Am picking up US Government. No idea why. Glutton for punishment, p'rhaps?\
